COTON-IN-THE-ELMS  PARISH  COUNCIL

 

Minutes of a Parish Council meeting held on 8th April 2019, at the Community Centre, Coton-in-the-Elms.

 

Present

 

Councillors Mrs K Bradford [Chairman], Mrs C Bradford, Mrs S Campion, M Kinson, A Leese          and M Mason.

 

Apologies for absence were received from Councillor A Lees [Vice-Chairman] and District Councillor P Murray.

 

Mr PG Davies, the Parish Clerk, was also present.

 

  1. MINUTES

 

            RESOLVED

 

That the minutes of the meeting held on 18th February 2019, be approved and signed as a correct record.

  1. DEFIBRILLATOR

           

Councillor A Lees reported that the defibrillator had now been installed on the exterior wall of the Black Horse Public House.

  1. DERBYSHIRE CHILDREN’S HOLIDAY CENTRE

 

The Clerk reported on a letter received from the Chairman of this Charity requesting the Parish Council to consider making a donation towards this Children’s Holiday Centre.

That no action be taken.

 

  1. SCOPE

 

Members noted that SCOPE had enquired as to whether the Parish Council could suggest any locations for their textile recycling bank.

  1. CIVIC COUNCIL MEETING

 

The Clerk reported, for information, on the arrangements for the Annual Civic Council meeting at South Derbyshire District Council.

 

  1. REVIEW OF PRIVATE HIRE LICENSING POLICY

 

The Clerk circulated an email received from the District Council setting out updates to its policy on Private Hire Licensing.

 

Members were pleased to note that several of the suggestions made by the Parish Council had been adopted by the District Council.

 

  1. PROPOSED CLOSURE OF ROSLISTON SURGERY

 

The Members noted the contents of an email received from a Patient Working Group, comprising of local people from Coton and Rosliston, which had been set up with the primary aim of ensuring continued provision of a GP Service in Rosliston.

 

RESOLVED

 

That the Clerk inform the Patient Working Group that the Parish Council fully endorses the campaign and would offer any support required in communicating and engaging with the local community.

 

  1. COUNCILLOR SUE CAMPION

 

The Parish Council noted that Councillor Mrs Sue Campion would not be seeking re-election.

That Members place on record their thanks to Councillor Mrs Sue Campion for her service to the Parish Council over several years.

 

 

 

 

 

  1. REPORT BACK ON OUTSIDE BODIES

 

There were no reports to this meeting.

 

  1. FINANCE REPORT

 

Members noted the Report of the Clerk showing the income and expenditure of the Parish Council as at 18th February 2019.

 

  1. REPORT OF DISTRICT COUNCILLORS

 

The District Councillors were not present at the meeting.

 

  1. REPORT OF COUNTY COUNCILLOR

 

The County Councillor was not present at the meeting.

 

  1. PUBLIC SESSION

 

No members of the public were present at this juncture in the meeting.

 

  1. PLANNING APPLICATION

 

The Parish Council considered the following planning application:-

 

9/2019/0069

Formation of a vehicular access to serve 1 Church Street.

 

RESOLVED

 

That no objection be made to the above planning application.

 

  1. HIGHWAY MATTERS

 

The Clerk had written to County Highways [copy to County Councillor Murray] in respect of the following:-

 

  • the need to replace or renovate the ‘Wild Fowl’ signs in Burton Road and Mill Street;
  • the poor illumination being emitted from the new LED lamps in the village. These new lamps were not giving the same level of illumination as the former sodium lamps and this was causing real concern for parishioners.

 

Councillor Murray had advised that he had asked officers to investigate the points raised and would respond further in due course.

 

  1. MEMORIALS – VILLAGE GREEN

 

Members undertook to pursue their investigations into the names of the servicemen and their regiments for inclusion on the memorials to be placed on the Village Green.

 

  1. NOTICE BOARD – VILLAGE GREEN

 

Members expressed concern at the state of the Notice Board on the Village Green.  Efforts would be made to expedite its repair.

 

 

 

 

 

 

  1. DATE OF NEXT MEETING

 

The Parish Council had previously agreed that the next meeting, which would be the Annual Parish Council Meeting, would be held on 13th May 2019, at 7.00 pm.
