Minutes of a Parish Council meeting held on 17th December 2018, at the Community Centre, Coton-in-the-Elms.
Present
Councillors Mrs K Bradford [Chairman], Mrs S Campion, M Kinson, A Lees [Vice-Chairman] and
M Mason.
Apologies for absence were received from Councillors Mrs C Bradford and A Leese.
District and County Councillor P Murray was also in attendance.
Mr PG Davies, the Parish Clerk, was also present.
- MINUTES
RESOLVED
That the minutes of the meeting held on 12th November 2018, be approved and signed as a correct record.

- DEFIBRILLATOR
The Parish Council expressed some concern at the lack of progress in securing full utilisation of the defibrillator.
The Clerk undertook to contact Councillor A Leese with regard to expediting the testing of the equipment. He would suggest either approaching St. John Ambulance or the original manufacturers.
- ELM TREE – VILLAGE GREEN
Members noted that Coton-in-Bloom had agreed with the Parish Council that the damaged elm tree on the Village Green should be replaced with another elm tree.
RESOLVED
That Trelawn Services be requested to remove the damaged tree and arrange for the planting of a new replacement, disease resistant, elm tree.
- FLAG POLE
Members acknowledged that Mr Brian Wolfe should seek the approval of the Parish Council before carrying out any significant improvement works on the Village Green. This had been made necessary by an enquiry from the Parish Council’s insurers about the level of public liability cover.
RESOLVED
- That the Clerk, in thanking Mr Wolfe for the excellent work carried out on the Village Green, request that he liaises with the Parish Council with regard to any future major alterations/improvements in order that the Parish Council can fully comply with its public liability requirements and health and safety policy as directed by Zurich Municipal.
- That the Clerk arrange to include the flag pole erected by Mr Wolfe in the Parish Council’s insurance portfolio.
- SUMMER HOLIDAY PROVISION
The Clerk circulated details of summer activities being offered by the District Council for 2019.
RESOLVED
That the Clerk arrange to book the following equipment on the dates indicated:-
- Sports Mobile Tuesday, 6th August 2019 [pm]
- Play Mobile Tuesday, 13th August 2019 [pm]
- Adventure Mobile Tuesday, 20th August 2019 [pm]
- REPORT BACK ON OUTSIDE BODIES
There were no reports to this meeting.
- FINANCE
Members noted the income and expenditure of the Parish Council as at 12th November 2018.
The Clerk invited Members to put forward any projects for implementation in the next financial year in order that these could be taken into account when he prepared his report on the Precept 2019- 2020.
Members undertook to deal with this matter at the next meeting.
- REPORT OF DISTRICT COUNCILLORS AND COUNTY COUNCILLOR
Councillor P Murray wished the Parish Council a Merry Christmas and a happy New Year.
He mentioned that 2019 would see elections for both the District Council and Parish Councils.
- CRIME REPORT
The Clerk circulated, for information, the November 2018 Crime Report.
- PUBLIC SESSION
There were no members of the public present at this juncture in the meeting.
- PLANNING APPLICATIONS
The Clerk reported that following consultation with the Chairman and Members, no objection had been made to the following planning application:-

That the action taken be approved and confirmed.
