Minutes of a Parish Council meeting held on 16th December 2019, at the Community Centre, Coton-in-the-Elms.
Present
Councillors Mrs K Bradford [Chairman], Mrs C Bradford, J Heaven, M Kinson, A Leese and MJ Mason.
An apology for absence was received from Councillor A Lees [Vice-Chairman].
District Councillors A Brady and Mrs A Wheelton were also in attendance.
Mr PG Davies, the Parish Clerk, was also present.

RESOLVED
That the minutes of the meeting held on 7th October 2019, be approved and signed as a correct record.

- COTON WOOD CAR PARK
The Clerk reported that the District Council had advised that they had no objection to a new litter bin being sited at the entrance to the Coton Wood Cark Park.
Councillor Heaven kindly offered to assist with the erection of the bin.
RESOLVED
- That the Clerk arrange to order a freestanding litter bin similar in design to those previously provided by the Parish Council.
- That Trelawn Services liaise with Councillor Heaven in arranging for the erection of the bin.
- FOOTBALL PITCH – POOR CONDITION
District Councillor Wheelton kindly agreed to follow up this matter with the appropriate District Council
Officer, from whom a reply was awaited.

- VILLAGE MAINTENANCE CONTRACT
The Parish Council noted that the current contract with Trelawn Services expired on 30th November 2019.
RESOLVED
That the contract be extended for a further two years, subject to the annual increase in price being no more than 4% per annum.
- TREES
A reply was awaited from the Tree Officer at the District Council in respect of the trees adjacent to the boundary of 1 New Road.
District Councillor Wheelton kindly undertook to pursue the matter with the Tree Officer in the hope of securing an early response.
- MAGIC ATTIC
The Clerk reported a letter of thanks from the Magic Attic for the donation received from the Parish Council.
- SOUTH DERBYSHIRE CVS FOOD BANK
The Clerk had circulated an email, together with supporting documentation from the South Derbyshire CVS, regarding the launch of its Christmas Food Bank Appeal.
RESOLVED
That a donation of £50.00 be authorised.
- SUMMER HOLIDAY PROVISION
The Parish Council had been invited to again participate in the summer holiday provision play scheme administered by the District Council.
RESOLVED
That the Clerk arrange to book the same play facilities on similar dates to those which had proved so successful this year.
- LINTON AREA FORUM
The Parish Council noted that the next meeting of the Linton Area Forum would be held on
Tuesday, 21st January 2020, at Linton Brick Room.
- REPORT BACK ON OUTSIDE BODIES
There were no reports to this meeting.
- FINANCE REPORT
The Parish Council noted the Income and Expenditure Report as at 7th October 2019.
Members were invited to inform the Clerk in advance of the next meeting of any schemes they would like included in the budget for the next financial year.
- REPORT OF DISTRICT COUNCILLOR
District Councillor Mrs A Wheelton reported as follows:-
- Manor Farm – storm drain collapsed – remedial work ongoing;
- Derbyshire County Council proposing to sub-contract to South Derbyshire District Council the responsibility for gully clearance;
- There was increasing concern that heavy lorries were continuing to pass through Coton on their way to Drakelow;
- Concurrent expenses – a letter was being sent to all Parish Councils from the District Council;
- Reference was made to a new guide aimed at vulnerable people entitled ‘A Guide to Handy Van Services’.
- REPORT OF COUNTY COUNCILLOR
The County Councillor was not present at the meeting.
- PLANNING APPLICATIONS
There were no planning applications for consideration at this meeting.
- NOTICE BOARD – VILLAGE GREEN
Arrangements would be made via Councillor Leese for remedial repairs to be carried out on the notice board situated on the Village Green.

- FLOODING AND OTHER MISCELLANEOUS ITEMS
The Clerk reported that following consultation with the Chairman, he was arranging for the supply of 500 sandbags [free of charge] from the County Council. He would liaise with Trelawn Services on the delivery of three tons of sand which Councillor A Leese had kindly agreed could be deposited at the rear of the Black Horse Public House. Parishioners would
then be invited to fill the bags with the sand provided for use on their own premises.
At this juncture, the Chairman adjourned the meeting to allow the public to speak. Arising out of the discussion which ensued, the following main points arose:-
- the Clerk was pursuing with the County Council the provision of road signs for use by the Parish Council;
- Trelawn Services would be requested to provide a quotation for clearing the grid area on the village brook and also the part of the brook at the opposite end of The Green [bottom of Church Street] which was also blocked with brambles, etc.;
- Members would approach Andrew Hill regarding clearance work on his property;
- the Clerk would contact the County Council requesting clearance of the culvert in Chapel Street.
The following additional matters were raised by the public:-
- tree in Chapmans Croft overhanging the footpath – the Chairman kindly undertook to examine the extent of the problem and email Councillor Wheelton accordingly;
- following concerns raise by residents, the Clerk undertook to write to the Police regarding the enforcement of road traffic orders to discourage HGV’s travelling through the village, particularly in the early hours of the morning. The vehicles were coming off the A444 and travelling through the village on their way to Drakelow in clear violation of the orders.
