COTON-IN-THE-ELMS  PARISH  COUNCIL

 

Minutes of a Parish Council meeting held on 18th February 2019, at the Community Centre, Coton-in-the-Elms.

 

Present

 

Councillors Mrs K Bradford [Chairman], Mrs C Bradford, M Kinson, A Lees [Vice-Chairman],

A Leese and M Mason.

 

Apologies for absence were received from Councillor Mrs S Campion and District Councillor

P Murray.

 

Mr PG Davies, the Parish Clerk, was also present.

 

  1. MINUTES

 

            RESOLVED

 

That the minutes of the meeting held on 21st January 2019, be approved and signed as a correct record.

  1. DEFIBRILLATOR

           

Councillor A Leese reported that work would commence shortly on the installation of the defibrillator.

 

  1. DOCUMENTATION

 

The Clerk tabled the Police Report for January 2019 for circulation to Members.

 

  1. PROPOSED SUBMISSION – LOCAL GREEN SPACES PLAN

 

Derbyshire County Council had advised that the above Plan was available for public consultation until 19th March 2019.

 

The Parish Council noted that comments at this stage must be on the grounds of soundness, legal and procedural compliance and whether the Plan conformed with the Duty to Co-operate.

  1. TRIANGULAR LAND – VILLAGE GREEN

 

The Clerk reported that Western Power had advised that they might have to carry out some small excavation works on this land to provide an electricity supply to a new property in Mill Street.  The land would be fully reinstated following completion of the works.

 

  1. DERBYSHIRE COUNTY COUNCIL – PARISH AND TOWN COUNCILS’ LIAISON FORUM

 

The Parish Council noted that the next Liaison Forum would be held on 25th April 2019, at County Hall, Matlock, commencing at 6.00 pm.

 

  1. REPORT BACK ON OUTSIDE BODIES

 

There were no reports to this meeting.

 

  1. FINANCE REPORT

 

Members noted the Report of the Clerk showing the income and expenditure of the Parish Council as at 31st January 2019.

 

  1. REPORT OF DISTRICT COUNCILLORS

 

The District Councillors were not present at the meeting.

 

  1. REPORT OF COUNTY COUNCILLOR

 

The County Councillor was not present at the meeting.

 

  1. PUBLIC SESSION

 

The Chairman adjourned the meeting to allow the member of the public present to address the Parish Council.

 

The parishioner made reference to the number of HGVs travelling through the village.  The resident lived in Chapel Street and the chimney and some plaster on his property had been damaged by these HGVs.

 

The Clerk undertook to bring this matter to the attention of both County Highways and County Councillor P Murray.

 

The Chairman duly reconvened the meeting.

 

  1. PLANNING APPLICATIONS

 

There were no planning applications for consideration at this meeting.

 

  1. HIGHWAY MATTERS

 

The Clerk undertook to contact County Highways in respect of the following:-

 

  • the need to replace or renovate the ‘Wild Fowl’ signs in Burton Road and Mill Street;
  • the poor illumination being emitted from the new LED lamps in the village. These new lamps

 

 

 

were not giving the same level of illumination as the former sodium lamps and this was causing real concern for parishioners.

 

  1. DATE OF NEXT MEETING

 

The Parish Council had previously agreed that the next meeting would be held on 8th April 2019, at 7.00 pm, to be followed by the Annual Parish Meeting.
