COTON-IN-THE-ELMS  PARISH  COUNCIL

 

Minutes of a Parish Council meeting held on 21st January 2019, at the Community Centre, Coton-in-the-Elms.

 

Present

 

Councillors Mrs K Bradford [Chairman], Mrs C Bradford, Mrs S Campion, A Lees [Vice-Chairman],

A Leese and M Mason.

 

An apology for absence was received from Councillor M Kinson.

 

Mr PG Davies, the Parish Clerk, was also present.

 

  1. MINUTES

 

            RESOLVED

 

That the minutes of the meeting held on 17th December 2018, be approved and signed as a correct record.

  1. DEFIBRILLATOR

           

Councillor A Leese reported that the defibrillator was with Willington Medical Centre who were replacing the batteries and ensuring its operational reliability.  The defibrillator cabinet would be installed on the wall at the Black Horse within the next couple of weeks.

 

When all was working effectively, Sam Towers had kindly agreed to arrange for appropriate training on the use of the equipment.

 

  1. FLAG POLE

 

The Clerk reported that he had arranged for the flag pole on the Village Green to be insured for £600.00.

 

RESOLVED

 

That the action taken be approved and confirmed.

 

  1. SUMMER HOLIDAY PROVISION

 

The District Council had enquired as to whether the Community Centre could be made available in the event of inclement weather on the days the play mobiles were in the village.

 

The Parish Council noted that the Community Centre would be available but the height of the

 

 

 

 

facility was limited to 3 metres.  The Clerk undertook to inform the District Council accordingly.

  1. REPORT BACK ON OUTSIDE BODIES

 

There were no reports to this meeting.

 

  1. FINANCE REPORT

 

Members noted the Report of the Clerk showing the income and expenditure of the Parish Council as at 21st December 2018.

 

  1. PRECEPT 2019/2020

 

The Report of the Clerk on the Parish Council’s precept for 2019/2020 was considered.  A copy of a letter from the District Council had been circulated with the Report.

 

RESOLVED

 

That the Parish Council’s precept for the 2019/2020 financial year be set at £6,910.00.

 

  1. REPORT OF DISTRICT COUNCILLORS

 

The District Councillors were not present at the meeting.

 

  1. REPORT OF COUNTY COUNCILLOR

 

The County Councillor was not present at the meeting.

 

  1. PUBLIC SESSION

 

No members of the public were present at the meeting.

 

  1. PLANNING APPLICATIONS

 

The Parish Council considered the following planning application:-

 

9/2018/1336

The change of use and alteration of outbuildings to form one dwelling house, construction of new dwelling in lieu of existing buildings, construction of new garages and garden stores, change of use of starvation paddock to domestic garden and provision of a new carriage driving arena, change of use of land to rationalise garden and paddock boundary and provision of new parking areas [amended scheme to that previously approved under permission ref. 9/2018/0703]

Malthouse Farm, Lullington Road, Coton-in-the-Elms, Swadlincote.

 

 

 

RESOLVED

 

  1. That the Clerk re-emphasise the comments already submitted to the District Council in respect of the previous planning application, with particular emphasis on the need for a bat survey.

 

  1. That the District Council be asked to request the applicant to remove the embankment soil from an adjoining footpath to facilitate proper access for pedestrians.

 

  1. POT HOLES – CHURCH STREET

 

RESOLVED

 

That the Clerk contact the County Council requesting the Authority to repair the pot holes along the entire length of Church Street, including in the vicinity of Church Farm.

 

  1. PUBLIC MEETING – DOCTORS SURGERY

 

Members expressed concern that the Parish Council had not been formally notified of a public meeting being held on 28th January 2019, at 5.30 pm in respect of the above.

 

  1. PROPERTY – BURTON ROAD

 

The Clerk undertook to contact the County Councillor regarding a property in Burton Road where vehicles were mounting the kerb to park at the front, creating safety concerns on a busy highway, particularly when alternative car parking was available at the rear of the property.

 

  1. DATE OF NEXT MEETING

 

The Parish Council had previously agreed that the next meeting would be held on                18th February 2019, at 7.00 pm.
