COTON-IN-THE-ELMS PARISH COUNCIL
Minutes of a Parish Council meeting held on 13th January 2020, at the Community Centre, Coton-in-the-Elms.
Present
Councillors Mrs K Bradford [Chairman], Mrs C Bradford, J Heaven, M Kinson and A Leese.
An apology for absence was received from Councillor A Lees [Vice-Chairman] and District Councillor Mrs A Wheelton.
District Councillor A Brady and County Councillor P Murray were also in attendance.
Mr PG Davies, the Parish Clerk, was also present.
- MINUTES
RESOLVED
That the minutes of the meeting held on 16th December 2019, be approved and signed as a correct record.

- TREES ADJACENT TO 1 NEW ROAD
District Councillor Wheelton had advised that the Tree Officer at the District Council had undertaken to contact the Clerk to arrange a meeting to progress this matter.
- SOUTH DERBYSHIRE CVS FOOD BANK
A letter of thanks had been received from the CVS for the £50.00 donation made by the Parish Council.
- SUMMER HOLIDAY PROVISION
Following consultation with the Chairman, the Clerk had booked one additional play item which would ensure that sporting facilities were available on one day in four consecutive weeks during the school summer holidays.
RESOLVED
That the action taken be approved and confirmed.
- FLOODING
The Clerk updated the Parish Council as follows:-
- Heather Wheeler [MP] had been sent the flood property list produced by the Chairman and Councillor Mrs C Bradford.
- The County Council had agreed to provide and pay for road signage for use by the Parish Council during periods of flooding. A protocol would be drawn up and its contents shared with the Parish Council in due course.
- Sandbags were being delivered to the Black Horse Public House on 16th January 2020. The Clerk would arrange for Trelawn to expedite the supply of three tons of sand.
- TREE – CHAPMANS CROFT
The Parish Council would arrange for this tree to be trimmed back to improve accessibility for pedestrians along the footpath.
- HEAVY GOODS VEHICLES TRAVELLING THROUGH THE PARISH
The Clerk reported that the Police had advised that they, together with Trading Standards, were prepared to take action against HGV drivers passing through Coton-in-the-Elms in contravention of the Weight Restriction Order.
In order to enable them to proceed, the Police required more information in relation to dates and times of HGVs in the village. The Clerk invited both members of the Parish Council and the public to provide him with any information that would assist the Police in targeting their operation more effectively.
- NOTICE BOARD – ELMS ROAD
The Parish Council concurred that this notice board had deteriorated beyond repair. The Clerk undertook to provide examples of the types of notice boards currently available.
The Clerk also indicated that he would submit a request for funding for this project to County Councillor P Murray from the Members’ Community Leadership Fund.
- DOCUMENTATION

- SWADLINCOTE ROYAL BRITISH LEGION
The Clerk reported that he was having difficulty in making contact with representatives from the Swadlincote Branch of the Royal British Legion.
The Chairman kindly undertook to make some enquiries and update the Clerk accordingly.
- COMMUNITIES FACILITIES FUND
The Clerk had circulated details of this fund for the information of Members.
- POLICE AND CRIME COMMISSIONER
The Parish Council noted that the Police and Crime Commissioner was holding a series of meetings to provide feedback on his tour of the County.
- PRECEPT 2020/2021
The report of the Clerk on the precept for the 2020/2021 financial year was considered.
A letter from the District Council on concurrent expenses had been circulated and its contents noted by the Parish Council.
RESOLVED
That the Parish Council’s precept be set at £7,117.00 for the 2020/2021 financial year.
- REPORT BACK ON OUTSIDE BODIES
There were no reports to this meeting.
- FINANCE REPORT
The report of the Clerk, showing the income and expenditure of the Parish Council as at 16th December 2019, was received for information and noted.
- LOCAL ELECTRICITY BILL
The Parish Council noted the contents of an email from Power for People in respect of a Bill on Local Electricity.
- SOUTH DERBYSHIRE HOUSING AND ECONOMIC LAND
AVAILABILITY ASSESSMENT
The Parish Council noted the contents of a letter from the District Council in respect of the above.
- REPORT OF DISTRICT COUNCILLOR
The District Councillor present indicated that there were no matters on which to report to this meeting.
- REPORT OF COUNTY COUNCILLOR
County Councillor P Murray reported that the County Council were seeking funding from the Government to assist with the considerable expenditure of over £20 million allocated to the alleviation of flooding in the County.
Members reiterated their concerns regarding pot holes along Church Street. The Clerk undertook to refer this matter to Councillor Murray.
- PUBLIC SESSION
There were no matters raised by the public at this juncture in the meeting.
- PLANNING APPLICATIONS
The Chairman reported that the planning application relating to 46 Mill Street had been refused.
- DATE OF NEXT MEETING
The Parish Council had previously agreed that the next meeting would be held on 17th February 2020, at 7.00 pm.
