Minutes of a Parish Council meeting held on 22nd July 2019, at the Community Centre, Coton-in-the-Elms.
Present
Councillors Mrs K Bradford [Chairman], Mrs C Bradford, J Heaven, M Kinson, A Leese and MJ Mason.
District Councillor Mrs A Wheelton was also in attendance.
Apologies for absence were received from Councillor A Lees [Vice-Chairman], District Councillor A Brady and County Councillor P Murray.
Mr PG Davies, the Parish Clerk, was also present.
- MINUTES
RESOLVED
That the minutes of the meeting held on 17th June 2019, be approved and signed as a correct record.
- CO-OPTION
RESOLVED
That Mr J Heaven of 14 Glebe Close, Coton-in-the-Elms, Swadlincote, Derbyshire, DE12 8HF, be co-opted to fill the vacancy on the Parish Council.

- COTON WOOD CAR PARK – LITTER BIN
Members noted that the Woodland Trust were prepared to give their approval to the Parish Council providing a litter bin on this car park, subject to it signing an ‘official agreement’ which set out a list of obligations which this Council would be required to meet.
Councillor Leese kindly undertook to take a photograph of the entrance to the car park with a view to a bin being sited on highway land. The Clerk would forward the photograph to the Highways Department with a request for permission to place a bin at this location.
The Parish Council noted that if it was eventually agreed to proceed, Trelawn Services would install the bin for £40.00 and arrange for it to be emptied on the same basis as the existing bins for an additional £6.00 each time.
- RECREATION GROUND
The Parish Council noted the following information received from the District Council:-
- the grass was cut sixteen times per year [once every eleven working days];
- the cost of additional cuts would be £85.07 plus VAT;
- the District Council would maintain the hedgerow and trees within the Recreation Ground, forming the boundary with the Caravan Park.
- RIGHTS OF WAY MAINTENANCE AGREEMENT
Councillor A Leese had kindly prepared a schedule of works to be undertaken as part of this Agreement. The schedule had been submitted to the County Council.
The Parish Council noted that hedge cutting was the responsibility of the landowner and was not eligible for grant funding under the terms of this Agreement.
- MEMORIALS – VILLAGE GREEN
Councillor M Kinson reported that he hoped to be in a position at the next meeting to produce not only the names of the soldiers, but also details of their regiments.
The Clerk undertook to include an item on the Agenda for the September meeting.
- REPAIR TO NOTICE BOARD – VILLAGE GREEN
RESOLVED
That a letter of thanks be sent to Mr RL Charlton for the excellent work he had carried out in repairing the Parish Council’s notice board on the Village Green.
- DOCUMENTATION
The Clerk tabled the following documents for circulation to Members:-

- SPEEDING VEHICLES
The Clerk reported that the Police and Crime Commissioner [PCC] had advised that he could not provide the information requested by the Parish Council in respect of speeding vehicles.
The Parish Council noted the contents of a letter from the PCC on speeding enforcement, a copy of which had been circulated.
RESOLVED
That the Clerk write again to the Chief Constable in the hope of securing the necessary information on speeding vehicles.
- HGV’S TRAVELLING THROUGH COTON-IN-THE-ELMS
Councillor Pat Murray had advised that before the County Council would attend a site visit,
they required parishioners to monitor HGV usage. When the findings were known, the County Council would then assess whether a site visit was possible.
The Clerk tabled a copy of the monitoring form which could be found at:-
- POT HOLES – CHURCH SREET
The County Council had advised that this location had been risk assessed in line with their current inspection policy and the Highway Inspector had raised a job for the necessary reactive pot hole repairs.
- WILD FOWL SIGNS ON BURTON ROAD AND MILL STREET
Following an inspection, the Highways Inspector had raised a job to replace the sign on Burton Road. The sign on Mill Street was considered to be in an adequate condition and, therefore, would not be replaced.
- STREET LIGHTING
“Councillor Wheelton had circulated information on the LED street lights installed in the village.
The Authority had set out the many advantages of LED lights as follows:-
- LED street lights can last up to 100,000 hours compared to the 15,000 hours of old lamps.
- They require significantly less maintenance from our streetlight electricians which will produce less waste, reduce our fuel costs and help with CO2 reduction targets.
- They use around 60% less energy compared to the old lamps.
- LED don’t contain the harmful chemicals found in traditional lamps such as mercury and sodium, and will be 100% recyclable.
- They require fewer lamp changes which will reduce congestion through fewer road works.
- LED’s offer better colour rendering, making colours look more natural, helping provide better facial recognition for security and CCTV.
- Unlike traditional lighting in Derbyshire, LED lanterns can be dimmed when roads are quieter, resulting in additional energy savings.”
- SPEEDING NOTICES
The Chairman expressed concern regarding a speeding notice which had appeared on the Parish Council’s litter bin situated on The Green. She was concerned that no approval had been sought to erect the notice and there was a real potential for a proliferation of these signs throughout the village.
The Chairman had referred the matter to County Highways and was now awaiting their response.
- DEFIBRILLATOR
The Clerk reported that Sam Towers would be providing information on a person who would be prepared to carry out training on the use of the defibrillator.
The Clerk undertook to update the Parish Council at its next meeting, particularly in relation to any cost implications and the availability of grant funding.
- REPORT BACK ON OUTSIDE BODIES
The Chairman reported back on a recent meeting of the Linton Area Forum. The Clerk undertook to circulate the minutes of the meeting in due course.
The Parish Council noted the following:-
- bike security marking and advanced cycling safety courses were being organised;
- more PCSOs had been allocated to the Rural Crime Team;
- the new PCSO Supervisor was Kerry Waite;
- calls to 101 would cost 15p, not the premium rate;
- the Police were attending secondary schools to provide information on knife and hate crimes;
- Peter Boyce had been appointed as an additional Community Safety Officer;
- Swadlincote Fire Station was now fully open and operational.
The Chairman circulated a leaflet entitled ‘Safer Homes in South Derbyshire’. The leaflet had been prepared and distributed by the South Derbyshire CVS.
- FINANCE REPORT
The Report of the Clerk, showing the income and expenditure of the Parish Council as at 17th June 2019, was submitted for information and noted.
- REPORT OF DISTRICT COUNCILLOR
Councillor Wheelton kindly agreed to obtain, for circulation at the next meeting, a leaflet entitled ‘Useful Contacts’.
She confirmed that the welcome signs into the village would not be funded by either the County Council or District Council. A licence was required from the Highways Authority before any signs could be erected.
Councillor Wheelton undertook to report back on potential sources of funding for these signs.
- REPORT OF COUNTY COUNCILLOR
The County Councillor was not present at the meeting.
- PUBLIC SESSION
There were no matters raised by the public who were in attendance at the meeting.
- PLANNING APPEAL
The Parish Council noted that Mr and Mrs Wadsworth had lodged an appeal against the refusal of planning permission in respect of the following:-
9/2018/1336
The change of use and alteration of outbuildings to form one dwelling house, construction of new dwelling in lieu of existing buildings, construction of new garages and garden stores,
change of use of starvation paddock to domestic garden and provision of a new carriage driving arena, change of use of land to rationalise garden and paddock boundary and provision of new parking areas [amended scheme to that previously approved under permission ref: 9/2018/0703] at Malthouse Farm, Lullington Road, Coton-in-the-Elms, Swadlincote.
The appeal was being dealt with by written representations.
- DOG FOULING SIGNS
Councillor Wheelton kindly agreed to secure a supply of these signs for use in the parish.
- DATE OF NEXT MEETING
The Parish Council had previously agreed that the next meeting would be held on 2nd September 2019, at 7.00 pm.
