COTON-IN-THE-ELMS  PARISH  COUNCIL

 

Minutes of a Parish Council meeting held on 17th June 2019, at the Community Centre, Coton-in-the-Elms.

 

Present

 

Councillors Mrs K Bradford [Chairman], Mrs C Bradford, M Kinson, A Leese and MJ Mason.

 

District Councillor Mrs A Wheelton was also in attendance.

 

Apologies for absence were received from Councillor A Lees [Vice-Chairman] and District Councillor A Brady.

 

Mr PG Davies, the Parish Clerk, was also present.

 

  1. MINUTES

 

            RESOLVED

 

That the minutes of the meeting held on 13th May 2019, be approved and signed as a correct record.

  1. WELCOME SIGNS ON ENTRANCES TO PARISH

 

Members were surprised with the contents of a letter from the District Council in which they advised that the Parish Council was responsible for providing these signs.

 

The Clerk reported that the District Council could arrange for the replacement of the signs on behalf of the Parish Council at a cost of £170.00 per sign.  If posts were needed, this would be an additional cost of £45.00 each.

 

 

 

 

In order to clarify the situation, Councillor Wheelton kindly undertook to raise the matter with the Strategic Director [Service Delivery] and update the Parish Council at the next meeting.

 

  1. COTON WOOD CAR PARK – LITTER BINS

 

The Woodland Trust had advised that due to limited financial resources, it would not be possible for the charity to provide a litter bin at Coton Wood car park.

 

The Clerk undertook to ascertain the following information and update the Parish Council at the next meeting:-

 

  • whether the Woodland Trust would grant permission for the Parish Council to provide a litter bin at the car park?
  • the cost of emptying the bin on the current cyclic schedule provided by Trelawn for other bins in the parish.

 

  1. RECREATION GROUND

 

The Clerk circulated an email from District Councillor Mrs A Wheelton giving an update on the former lease with the Parish Council, site condition and access to the site.

 

RESOLVED

 

[1]    That the Clerk ascertain from the District Council [a] the current mowing schedule for

cutting the grass on the Recreation Ground, ie frequency and number of cuts, and [b] the

cost of additional cuts if these were funded by the Parish Council.

 

[2]    That the Clerk also seek confirmation from the District Council that they would maintain

the hedgerow and trees forming the boundary between the Recreation Ground and the

Caravan Park.

 

  1. MEMORIALS – VILLAGE GREEN

 

There was no further update to this meeting.

 

The matter would be considered further at the next meeting.

 

  1. CO-OPTION

 

The Clerk confirmed that the Parish Council could co-opt to fill the vacancy that currently existed.

 

Councillor Kinson kindly undertook to request the two parishioners who had expressed an interest in being co-opted, to write to the Clerk setting out their reasons for seeking to become a Parish Councillor.

 

  1. DOCUMENTATION

 

The Clerk tabled the following documents for circulation to Members:-

–     Papers for Linton Area Forum – 3rd July 2019

 

  1. RIGHTS OF WAY MAINTENANCE AGREEMENT

 

Members noted that the County Council had enquired as to whether the Parish Council wished to participate in this scheme during the current financial year.  A sum of £385.00 was

 

 

 

available for improving the condition of footpaths in the parish.

 

RESOLVED

 

That the Parish Council agree to participate in the scheme and the Clerk liaise with Councillor A Leese in formulating the bid.

 

  1. WAYLEAVE AGREEMENT

 

Western Power distribution had confirmed that they would need to excavate part of the Village Green to provide a new electrical supply to 20 Mill Street.  Following consultation with the Chairman, the Clerk had signed the Agreement on behalf of the Parish Council.

 

Members noted that the Parish Council would be entitled to an annual payment of £41.21 and a six year back payment for apparatus already in situ in the sum of £247.26.

 

RESOLVED

 

That the action taken be approved and confirmed.

 

  1. REPORT BACK ON OUTSIDE BODIES

 

There were no reports to this meeting.

 

  1. FINANCE REPORT

 

The Report of the Clerk, showing the income and expenditure of the Parish Council as at    13th May 2019, was submitted for information and noted.

 

  1. REPORT OF DISTRICT COUNCILLORS

 

Councillor Mrs A Wheelton emphasised the need for parishioners to report to the Police any cases of anti-social behaviour or criminal activity.

 

The Parish Council noted that consideration was being given to a possible judicial review as a result of the lack of proper consultation prior to the closure of Rosliston Surgery.

 

  1. REPORT OF COUNTY COUNCILLOR

 

The County Councillor was not present at the meeting.

 

  1. PUBLIC SESSION

 

No members of the public were present.

 

  1. PLANNING APPLICATIONS

 

There were no planning applications for consideration at this meeting.

 

  1. BIN – VILLAGE GREEN

 

RESOLVED

 

That the Clerk contact Trelawn Services requesting them to properly secure the bin which had become loose from its post next to the notice board on the village green.

 

 

 

 

  1. DATE OF NEXT MEETING

 

The Parish Council had previously agreed that the next meeting would be held on 22nd July 2019, at 7.00 pm.
