COTON-IN-THE-ELMS PARISH COUNCIL
Minutes of a meeting of the Parish Council held on-line on 16th November 2020.
Present
Councillors Mrs K Bradford [Chairman], Mrs C Bradford, J Heaven, M Kinson, Ms M Leech, A Leese and Miss A Martin.
District Councillor Mrs A Wheelton was also in attendance.
Mr PG Davies, the Parish Clerk, was also present.
- CO-OPTION TO FILL TWO VACANCIES
The Clerk reported that as ten electors had not requested an election, the Parish Council could now co-opt to fill the two vacancies.
RESOLVED
That the following two parishioners be co-opted to fill the vacancies on the Parish Council:-

- FLOODING WORKING GROUP
RESOLVED
That a Member Working Group comprising Councillors J Heaven, M Kinson and Ms M Leech be set up to monitor and investigate flooding issues/problems in the parish, subject to them reporting back to the Parish Council on a regular basis.
- CHRISTMAS TREE LIGHTS
Mr D Brookes, on behalf of Village in Bloom, had advised that the group had ‘absolutely no objections’ to the action being taken by several parishioners to provide a Christmas tree with lights on the Village Green. The tree and lights were being funded by way of local donations.
- WEIGHT RESTRICTIONS MONITORING
The County Council had been made aware of the details of a HGV travelling through the
parish. The operator of the vehicle had stated that the driver had accessed Drakelow Energy Park, which is within the weight-restricted area, and had travelled through Coton-in-the-Elms on his way out. Consequently, the County Council had advised that drivers were not committing an offence if they travel along any route within the area to access or leave premises located within the weight restriction area.
The Parish Council considered that this explanation was totally unacceptable as it would permit HGVs to travel through totally unsuitable lanes when there were better alternative routes available.
The Chairman indicated that Walton Parish Council was being asked to take the lead in a joint effort with this parish and Rosliston and Netherseal to lobby both the Police and the County Council to take firm action to resolve the problems associated with HGVs.
The Parish Council noted that if progress was not made, the Clerk would contact the North West Traffic Commissioner to ascertain the validity of the comments made by the County Council.
- VEHICLES SPEEDING THROUGH THE VILLAGE
Reference was made to vehicles speeding through the village. Reference was made to the matter being particularly problematic in Mill Street, Burton Road and Church Street.
RESOLVED
- That the Clerk contact the local Sergeant regarding the possibility of local volunteers being given authority to carry out a speed watch exercise using equipment provided by the Police.
- That the Clerk also contact Councillor P Murray requesting that the County Council carry out an evaluation to assess whether traffic calming measures could be introduced in the village to reduce the speed of vehicles whilst, at the same time, deterring HGVs from using roads in the parish.
- SOUTH DERBYSHIRE CVS FOODBANK
The Clerk had circulated, for information, details of a ‘Winter Giving Campaign’ being organised by the South Derbyshire CVS.
- FINANCE REPORT
The report of the Clerk, showing the income and expenditure of the Parish Council as at
31st October 2020, was received for information and noted.
The Clerk invited Members to put forward any schemes/projects to the next meeting in order that they could be taken into account in agreeing the precept at the January meeting.
- AIR AMBULANCE
Members considered an email from this organisation inviting the Parish Council to consider making a donation.
RESOLVED
That a donation of £25.00 be made to Derbyshire Air Ambulance.
- REPORT BACK ON OUTSIDE BODIES
There were no reports for submission to this meeting.
- REPORT OF DISTRICT COUNCILLOR
Councillor Mrs A Wheelton updated the Parish Council on the following:-
- willow trees on Village Green;
- trees on Burton Road;
- football pitch improvements – Recreation Ground
- REPORT OF COUNTY COUNCILLOR
The County Councillor was not present at the meeting.
- PUBLIC SESSION
There were no additional comments from the member of the public present at the meeting.
- PLANNING APPLICATIONS
There were no planning applications for consideration at this meeting.
- DATE OF NEXT MEETING
The Parish Council had previously agreed that the next meeting would be held on
14th December 2020, at 7.00 pm.
