COTON-IN-THE-ELMS PARISH  COUNCIL

 

Minutes of a Parish Council meeting held on 7th October 2019, at the Community Centre, Coton-in-the-Elms.

 

Present

 

Councillors Mrs K Bradford [Chairman], Mrs C Bradford, J Heaven, M Kinson,                                    A Lees [Vice-Chairman], A Leese and MJ Mason.

 

District Councillor Mrs A Wheelton was also in attendance.

 

An apology for absence was received from District Councillor A Brady.

 

Mr PG Davies, the Parish Clerk, was also present.

  1. DEFIBRILLATOR

 

The Clerk reported that despite making several attempts to contact the person recommended by Sam Towers to carry out training on the use of the defibrillator, no response had been received.

 

Councillor M Mason was again asked to kindly raise the matter with Sam Towers and update the Parish Council at the next meeting.

 

 

 

 

  1. DOCUMENTATION

 

The Clerk tabled the following documents for circulation to Members:-

 

  • Information on Snow Warden Scheme
  • Crime Reports – August and September

  • Speeding and Community Speed Watch

 

  1. PLANNING APPLICATION 9/2019/0069 – 1 CHURCH STREET

 

The Vice-Chairman advised that he would speak to the applicant to ascertain whether the necessary plan had been submitted to County Highways.

 

  1. GRANTS OPEN EVENING

 

The Clerk reported, for information, that the Police and Crime Commissioner was hosting a ‘Grants Open Evening’ on Thursday, 10th October 2019, at Police Headquarters, Ripley.

 

The purpose of the event was to provide information to local communities on the different grant schemes on offer.

 

  1. SUMMER PLAY SCHEMES

 

The Parish Council noted the following attendance figures for the 2019 Play Scheme in Coton-in-the-Elms:-

  1. COTON WOOD CAR PARK

 

County Councillor Pat Murray had advised that the land on which it was proposed to site a litter bin at the entrance to Coton Wood car park was in the ownership of the District Council, not the County Council.

 

The Clerk undertook to send Councillor Wheelton background information on the proposal, including a photograph of the site.  Councillor Wheelton would then raise the matter with the District Council.

 

  1. MEMORIALS – VILLAGE GREEN

 

Councillor M Kinson reported that following close liaison with Jacki Jones, further detailed information had been obtained on those military personnel from Coton-in-the-Elms who had made the supreme sacrifice in the First World War.

 

The Parish Council noted the following information which was designed to supplement the details set out in Minute 16 of the meeting held on 2nd September 2019:-

 

  • Norman College Holtby – Died on 3rd October 1916 – Aged 24 years.
  • William Wilcox – Private – 1st Battalion Leicestershire Regiment – was never a resident of Coton-in-the-Elms. He was listed on the Roll of Honour at Edingale
  • Percy Scott – Royal Irish Rifles – Died 1st February 1917 – Aged 33 years. Percy Scott was a native of Coton-in-the-Elms.

 

 

 

  • William Whetton – Gunner – 232nd Army Bde Royal Field Artillery – Died 23rd March 1918 – Aged 20 years. William was on the Roll of Honour at Coton-in-the-Elms.

 

The Parish Council thanked both Councillor Kinson and Jacki Jones for their efforts and agreed that when the exercise was completed, all the documentation would be donated to the church to be sited next to the Roll of Honour.  Also, upon completion of the project, a suitable letter of thanks would be sent to Jacki Jones with a £40.00 donation to the Magic Attic.

 

  1. REPORT BACK ON OUTSIDE BODIES

 

The Vice-Chairman reported back on his attendance at the Funding Fair held in Swadlincote on 25th September 2019.  Arising out of the discussion which ensued, it was agreed as follows:-

 

  • The Clerk would write to the District Council regarding the football pitch on the Recreation Ground which was in such a poor state, it had become a wasted resource and action was required to bring it back into use as soon as possible. Members concurred that the cost of so doing would be relatively small.

 

  • Councillor M Mason would arrange for the Vice-Chairman to be invited to attend a Community Centre Management Committee at which the following projects would be put forward for possible grant funding:-

 

  • LED lights inside the Community Centre;
  • To improve accessibility, provision of lighting on the approach to the Community Centre;
  • New entrance gate to the Community Centre.

 

  1. FINANCE REPORT

 

The Report of the Clerk, showing the income and expenditure of the Parish Council as at    2nd September 2019, was submitted for information and noted.

 

  1. REPORT OF DISTRICT COUNCILLOR

 

District Councillor Mrs A Wheelton reported as follows:-

 

  • Details were circulated on a Free Tree Scheme.
  • The Chief Executive of the District Council, Frank McArdle and other key officers, would be in attendance at the next Forum Meeting on 22nd October 2019.
  • Chris Smith was the officer who could advise further on the Community Speed Watch – if further details were required.

 

Members did express concern at the increasing number of heavy goods vehicles passing through the village.  Councillor Wheelton advised that taking the name of the lorry, the registration number and date and time of where and when seen would facilitate the opportunity for letter[s] to be sent to the Companies concerned.

 

  1. REPORT OF COUNTY COUNCILLOR

 

The County Councillor was not present at the meeting.

 

  1. PUBLIC SESSION

 

No members of the public were in attendance at the meeting.

 

 

 

 

 

  1. PLANNING APPLICATIONS

 

            There were no planning applications for consideration at this meeting.

 

  1. NOTICE BOARDS

 

Councillor A Leese would request Mr Ray Charlton to make a slight adjustment to the door of the notice board on the Village Green.  He would also enquire as to whether Mr Charlton would undertake work to refurbish the notice board on Elms Road.

 

  1. DATE OF NEXT MEETING

 

The Parish Council had previously agreed that the next meeting would be held on

11th November 2019, at 7.00 pm.
