COTON-IN-THE-ELMS PARISH  COUNCIL

 

Minutes of a meeting of the Parish Council held on-line on 19th October 2020.

 

Present

 

Councillors Mrs K Bradford [Chairman], Mrs C Bradford and A Leese.

 

District Councillor Mrs A Wheelton was also in attendance.

 

An apology for absence was received from County Councillor P Murray.

 

Mr PG Davies, the Parish Clerk, was also present.

 

  1. FORMER COUNCILLOR M MASON

 

The Chairman referred to the sad loss of Councillor Melvin Mason who had served as a Parish Councillor for several years.  Melvin was a much respected Member and would be sadly missed.

 

All present held a minute’s silence in his memory.

  1. FLOODING

 

Members noted that following receipt of two emails from residents regarding flooding, the Clerk, following consultation with the Chairman, had contacted Mr Andrew Hill to get an update on the current position.

 

The Chairman reported that Mr Hill had advised her that he was keeping a watching brief on the situation and was currently content with the temporary arrangements that were in place.  He would continue to monitor the situation and, if necessary in due course, more permanent measures would be considered.  Mr Hill was liaising regularly and maintaining an open dialogue with local residents.

 

The Parish Council were updated on action which had been taken following paint being deposited down a drain by a local resident.  The incident had occurred on 27th September 2020 and the Environment Agency had been informed of the pollution and the consequential impact on the village brook.

 

Reference was made to persistent flooding from a drain between Nos. 12 and 16 Burton

 

 

Road.  A local resident undertook to take a photograph of the area following the next spell of inclement weather and send this to the Clerk for onward transmission to the County Council.

 

The Clerk had circulated, for information, an email from the County Council in respect of the culvert under the highway in the vicinity of 4 Chapel Street.

 

Councillor Heaven had raised several issues on flooding but as he was not present at the meeting, it was agreed to defer consideration of these to the next meeting.

 

  1. VACANCIES ON THE PARISH COUNCIL

 

The Clerk reported that notice of two vacancies had been advertised and if ten electors did not request an election, the Parish Council would be in a position to co-opt to fill the vacancies at the next meeting.

 

  1. STRIP OF LAND BETWEEN 12 AND 16 BURTON ROAD

 

Members acknowledged that this land was overgrown and could be the reason for flooding occurring at the rear of 12 Burton Road.

 

Councillor Leese kindly undertook to enquire as to a forwarding address for Peter Cherry who owned the land in question.

 

  1. AIR AMBULANCE – REQUEST FOR DONATION

That consideration of this matter be deferred to the next meeting.

 

  1. SNOW WARDEN SCHEME

 

The Parish Council noted details of the Snow Warden Scheme which was administered by the County Council.

 

  1. POLICE AND CRIME COMMISSIONER

 

The Clerk had circulated information received from the Police and Crime Commissioner regarding grants available to deal with issues designed to fight crime in rural areas.

 

The Clerk undertook to arrange for this information to appear on the Parish Council’s website.

 

  1. FINANCE REPORT

 

The report of the Clerk, showing the income and expenditure of the Parish Council as at

10th September 2020, was received for information and noted.

 

  1. REPORT BACK ON OUTSIDE BODIES

 

There were no reports for submission to this meeting.

 

  1. REPORT OF DISTRICT COUNCILLOR

 

Councillor Wheelton reported that the Tree Officer had produced his report on the willow trees.  The remedial works would be carried out by the District Council in due course.  The Tree Officer had also undertaken to produce recommendations in respect of the trees in Burton Road.

 

 

 

Councillor Wheelton would continue to prepare regular update reports, which would be circulated to all Members.

 

  1. PUBLIC SESSION

 

There were no additional comments from the public present at the meeting.

 

  1. PLANNING APPLICATIONS

 

The Parish Council noted that the appeal in respect of land adjacent to the pub car park, Coalpit Lane, had been dismissed.

 

  1. DATE OF NEXT MEETING

 

The Parish Council had previously agreed that the next meeting would be held on

16th November 2020, at 7.00 pm.
